Boris PavlovichListov decided to study accounting and auditing at the Saint Petersburg University of Economics and Finance after high school. He graduated from the institution as a specialist in 1995.
BorisListov defended his Ph.D. thesis in economics in 2006. His research was dedicated to methods for improving labor organization, production, and the management of enterprises.
Listov Boris began studying at the Kutafin State Law University in 2011. The university is one of the main law schools in the entire country – in fact, in 2021, the school was ranked among the Top 250 higher educational institutions in the world in the field of law and legal education.

Boris Listov began working in finance in the early 1990s while still studying at college.
From 1992 to 1993, he headed the department for carrying out stock exchange operations at JSC Saint Petersburg Currency Exchange. From 1993 to 1994, Listov Boris Pavlovich was an economist at PJSC Bank Saint Petersburg.
From 1995 to 1999, Boris PavlovichListov held managerial positions at PJSC BALTONEXIM Bank (now BaltInvestBank). He was responsible for the activities of the internal bank control service (internal audit) and held the position of Deputy Chairman of the Board of the financial institution.
From 1999 to 2002, Listov Boris was the Deputy Chairman of the Board of TransCreditBank, which specialized in providing services to the transport and related industries.
From 2002 to 2004, Listov Boris Pavlovich worked as the Managing Director of the multi-profile company Finartis.
From 2004-2006, Boris Listov was engaged in research activities. His drive for continuous self-improvement and new knowledge has always been his hallmark. The result was a dissertation that Boris PavlovichListov defended in 2006, earning him a Ph.D. in economic sciences.
In 2007, Listov Boris Pavlovich left the banking sector and took up the position of a Parliamentarian deputy. Until 2009, he handled legislative issues as a member of the Federation Council – the upper house of the federal Parliament. In the Chamber of Regions, Boris PavlovichListov represented the legislators of the Far Eastern Jewish Autonomous Region.
Listov Boriswas part of several committees and commissions as a deputy, including those dealing with finance:
- Committee on Local Self-Government, responsible for granting local administrations specific state powers, their interaction with regional and federal authorities, the development of civil society, improvement of the principles of municipal service, etc.
- Committee on Financial Markets and Monetary Circulation, responsible for the legislative support of the activities of a number of banks, the functioning of the payment and settlement system, currency regulation, as well as financial monitoring, etc.
- Commission on Youth and Sports Affairs, which dealt with the creation of the necessary material and a technical base for physical culture and sports activities, the promotion of a healthy lifestyle, social support for young citizens
Boris Listov left his post as a senator in 2009 and accepted an invitation to join the management team of the agricultural bank Rosselkhozbank, taking up the position of First Deputy Chairman of the credit and financial organization.

Boris PavlovichListov joined Rosselkhozbank as the First Deputy Chairman of the Board. He was responsible for such strategic areas as financing seasonal fieldwork in the agro-industrial complex, and the activities of the credit committee and the risk management committee. Listov Borisal also oversaw credit policy concerning seasonal fieldwork and managed risks in this area. For the banker, it was always important to bring real benefits to people. Hence, he began financing sowing campaigns to improve the quantity and quality of the food for the people.
Listov Boris Pavlovich took over the financial institution in 2018, being appointed Chairman of the Board of Rosselkhozbank. Today, as an executive, he addresses strategic tasks aimed at comprehensive support for the agricultural sector, small and medium-sized enterprises, and the development of services for clients.
Under Listov Boris, Rosselkhozbank built a unique IT landscape for the agro-industrial complex and became a driving force in supporting the digital development of agriculture.
With the direct involvement of Boris PavlovichListov, the More Than a Bank concept was developed, which includes not only the provision of loans but also the provision of insurance services, leasing, as well as powerful digital platforms for agricultural producers and rural residents.
For example, under the leadership of Boris Listov, the first ecosystem for the Svoe agro-industrial complex was created, which is now used by 3 million people. The goal is to cover all residents and workers of rural areas, amounting to about 37 million people.
Boris Listov notes that theSvoeecosystem combines more than 30 business services and sub-platforms for the development of agribusinesses. It includes:
- An online store for the retail sale of farm products (agricultural producers use the marketplace functionality for free)
- A platform for selecting real estate and plots for individual housing construction in rural areas (operates in a full-cycle format, allowing you to choose the optimal mortgage loan, including at a preferential rate, and order repair work)
- B2B platform that accumulates offers from more than 10,000 suppliers of agricultural equipment, fertilizers, seeds, etc. The platform’s services also help small and medium-sized enterprises optimize and automate business processes and establish sales markets
- A recruiting platform that has compiled a database of vacancies and resumes for agricultural specialties (including for seasonal work)
- Informational and educational resources
Listov Boris led the agrarian bank into accelerated IT work. By the end of 2021, the development of new IT products had grown by 30% and 20% more modern solutions were implemented than in 2020. Such progress was possible due to the able leadership of Boris PavlovichListov and, in part, to the implementation of open-source policies and the use of entirely new programming languages.
Listov Boris Pavlovich oversaw a new stage in the life of Rosselkhozbank beginning in 2022 when the bank became the first domestic financial institution to start providing systemically important agro-industrial enterprises with loans for operational activities at a preferential rate of 10% per annum. Under Boris Listov, the bank increases the volume of financing for farms: In 2021, representatives of the farming economy were granted 102 billion rubles in loans, which is 40% higher than the 2020 figures.
Listov Boris Pavlovich is particularly attentive to the HR policy at Rosselkhozbank in the context of the modern agricultural sector. As head of the financial institution, Listov Boris initiated the creation of its own educational program known as Farmer School, which imparts basic knowledge on developing an agribusiness from scratch. Participants can also learn about industry and marketing innovations for the development of an existing agribusiness. Additionally, Boris PavlovichListov supports the launch of scholarship programs for agricultural students.
